Melbourne Bus Compound Underground Fuel Tank Replacement - Close out Change Order #2

Discussion

On 3/11/2014 the School Board approved Canaveral Construction Company, Inc. to  replace the underground fuel storage tanks under their Continuing Contract for Design Build Services at the Melbourne Bus Compound for the Guaranteed Maximum Price (GMP) for $420,799.00.  On 12/16/14 the School Board approved Change Order #1 for an additional scope of work in the amount of $18,857.35 for a total GMP of $439,656.35.

The work has been completed. Reconciliation requested by the District has resulted in a credit in the amount of $114,575.44 for unspent contingency, sales tax savings and Owner Direct Purchases (ODP).  The ODP portion of the credit in the amount of $109,051.90 is an administrative change only because the material and equipment were purchased directly by the District for installation by the Design Builder.  The remaining $5,523.54 will be returned to the Capital Fund to be used on future projects.

The contract time is increased by 24 days to extend the date of substantial completion from January 31, 2015 to February 24, 2015 for the completion of the Electronic Fuel Master 3505 digital fuel reader.

Because the cost of construction is over $300,000 the Florida Department of Education (FDOE) requires the Board to accept the completed project based on certification by the Engineer/Architect of Record and the Building Official.  



Recommendation

Approve Change Order #2, Project Closeout and Release of Final Retainage to Canaveral Construction Company, Inc. for the underground fuel tank replacement at Melbourne Bus Compound under their Continuing Contract for Design Build Services. Change Order #2 will decrease their Guaranteed Maximum price by $420,799.00 to $325,080.91.

Accept the completed project based on recommendation by the Project Engineer and the Building Official.
