09-03-2009 Final Budget Hearing

The School Board of Brevard County, Florida held its Final Budget Public Hearing on Thursday, September 3, 2009, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in The Eagle newspaper on Thursday, July 30, 2009 and the affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Chairman Jordan called the meeting of the Final Budget hearing to order at 5:30  p.m.

Members Present: Robert Jordan, Dr. Barbara Murray, Amy Kneessy, Karen Henderson, Andy Ziegler

Mr. Jordan led the Pledge of Allegiance.

Minutes: Superintendent Dr. Brian Binggeli introduced Judy Preston, Associate Superintendent for Financial Services, who gave a slide presentation to review the adopted tentative budget and the proposed millage rates which were presented to the Board at the First Public Hearing held on July 30, 2009.

IV. Superintendent's Recommendation
5. Publicly State the Name of the Taxing Authority and Millage Rates

Chairman Jordan recognized Superintendent Dr. Brian Binggeli who proceeded to read into the record the following information as required by Florida Statute 200.065:

Motion Minutes: 

Ms. Kneessy requested that Ms. Preston address the 40 percent increase on slide eight between the actual and proposed. Ms. Preston labeled slide eight on the attached presentation so the public could relate to what people are seeing on their tax bill.

Ms. Kneessy stated that the bottom line is that although property tax revenues have decreased by 11 percent, the millage rate for Brevard Public School is looking at an increase of less than one half of one percent. Ms. Preston agreed and stated that the increase is actually .34 of a percent or 3/10 of a percent.

Ms. Kneessy questioned with the reduction of 105.91 in staff, how many positions have been frozen. Lee Berry, Deputy Superintendent of Human Resources, stated that there are seven district positions frozen and a plan a to freeze one million dollars in custodial in 2009-2010.

 

 

 

 

7. Adopt the Resolution Setting the Critical Needs (Operating) Millage for 2009-10

Adopt the attached resolution setting the Critical Needs (Operating) millage rate of 0.25 mills for 2009-10. This is in addition to the millage approved in the previous motion. The written resolution is incorporated into this motion by reference.- PASS

The millage levy resolutions, certified tax roll, roll-back rate, proposed millage, and certified copies of the advertisements for the budget and millage rate to the Department of Revenue. - PASS

Minutes: 

Ms. Preston stated that there was an error that Dr. Binggeli read in to the record. The percentage should have stated "Percent Less Than the Roll-back Rate is 11.8 percent. Ms. Preston apologized for the error.

Discussion ensued amongst the Board, Dr. Binggeli and Ms. Blackburn in regard to the Back-to School address by President Obama.

There being no further business, Chairman Jordan adjourned the meeting at 6:45 p.m.
