Audubon Elementary School Change Order #2 - Construction Management

Discussion

The School Board approved a Guaranteed Maximum Price (GMP) continuing services construction management contract with HJ High on October 14, 2014 for HVAC component replacement in the amount of $667,855.99, based on a design provided by GRAEF under their continuing services contract. The project was initiated prior to the sales surtax and funded through Capital Funds. Subsequent to the sales surtax enactment, the School Board approved additional services with GRAEF to design the sales surtax funded facility renewal scope of work for Audubon Elementary. The School Board then approved Change Order #1 with HJ High on March 10, 2015 to include these additional HVAC items in the construction project. Change Order #1 increased the GMP by $1,285,695 to $1,953,551.30. Change Order #1 is funded through the sales surtax.

Change Order #2 reflects a change due to unforeseen conditions, where existing underground piping intended to be reused was found to be unsuitable due to a leak below slab. The new hot water supply and hot water return piping to Building 1 will be across the roof. This is part of the HVAC system.

The cost for Change Order #2 increases the GMP by $62,826.48. This cost is offset by a portion of the remaining savings/unspent funds in the project totaling $17,000 for a net GMP increase of $45,826.48. The balance of the remaining savings/unspent funds in the project ($19,670.19) is being held as contingency until project is closed out. Because the project is funded through both capital funds and sales surtax the full amount of the financial impact to the sales surtax fund is shown below.

The contract time increases by 42 days to a substantial completion date of October 20, 2015.

Board approval is required for a purchase order over $50,000. In order to expedite the work, approval is requested without prior information.

 



Recommendation

Approve Change Order #2 with HJ High in the net amount of $45,826.48 for unforeseen conditions at Audubon Elementary, increasing the GMP to $1,999,377.78, with an increase in the contract time of 42 days.
