The School Board of Brevard County, Florida met in regular session on Tuesday, September 8, 2015, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, August 27, 2015. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: 

Dr. Blackburn welcomed and introduced newly appointed administrative staff:  Tina Susin and Jeremy LeBrun. Each was given time to address the audience and introduce family friends and colleagues who were in attendance.

Approve the applicable listed administrative staff recommendations:

Accept the retirement of Jerrie A. Mallicoat, Assistant Principal at Titusville High School, effective August 31, 2015.

The reclassification/transfer of Tina M. Susin from the position of Assistant Principal HS (10 month) at Eau Gallie High School to the position of Assistant Principal HS (12 month) at Titusville High School, on annual contract, effective September 9, 2015. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

The reclassification of Jeremy J. LeBrun from the position of Assistant Principal HS (10 month) at Merritt Island High School to the position of Assistant Principal HS (12 month) at Merritt Island High School, on annual contract, effective September 9, 2015. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.

Minutes: Dr. Debra Pace, Associate Superintendent of Human Resources provided remarks and made the introductions.

When Mrs. Belford was looking at it, she noticed that it  referenced districts  outside of Brevard and that this particular piece was to benefit Gilchrist County.  She wanted the public to know why this is the case.

Mrs. Van Meter introduced Randi La Russo who is a former staffing specialist in Brevard County and now she is a project manager for a grant with the DOE. She is housed at Eau Gallie High School. She has one teacher and an accounting specialist that work with her. Ms. Van Meter asked her to share what the grant entails.

Ms. LaRusso said that this is a  Florida discretionary grant.They are housed in Brevard and the District serves as the fiscal agent for the grant, but it serves the entire state of Florida.

Mr. Ziegler clarified that since the monies flow through BPS' budget, then that is why the Board is required to approve it.

Ms. LaRusso said that her salary, that of the the accounting specialist and a teacher do not cost the District anything as they are paid for by the grant.

Ms. LaRusso said that Brevard does get a portion of the grant which equates to about 38,000 dollars and Mrs. Van Meter later clarified that these dollars offset the cost of electricity, access to technology, etc.

Mr. Craig asked how many other grants we operate as the fiscal agent. Mrs. Van Meter said she would get that information for him. 

He wanted it to be transparent for the public as it does cost the District something for us to serve as fiscal agents of these grants even if the grant funding is paying for the administration of the grant.

Minutes: Mrs. Belford pulled this for clarification.  Language in the edits, it looked like we were still requiring remedial based on singular test score. We are not requiring students to go into.

Minutes: 

Mrs. Kneessy asked why they recommended denial during public comment.  Stephanie Archer asked for. Some were answered, but not made clear. Key piece governance. Quite a few weaknesses as a team. Gave a weighted application so they could see. They have two budgets.  Revenues were over calculated.

Craig - when you looked specifically at the budget. was it presented in a way - what made the hair stand up on end.  Archer - missing pieces in their narratives that doesn't show up in the budget.

Ziegler - governance is fairly cut and dry. Do we provide guidelines template.

Archer - it is in the bylaws.  They failed to provide . Conflicting .

Craig - the request for extension.

Ziegler -

Henderson - when you decide to deny, is there any debrief.
