09-09-2010 Final Public Budget Hearing

The School Board of Brevard County, Florida met in special session on Tuesday, September 9, 2010, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Florida Today newspaper on Monday, August 9, 2010. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Chairman Kneessy called the Final Public Budget Hearing to order at 5:30 p.m.

Minutes: 

Judy Preston, Associate Superintendent of Financial Services, did a presentation on the proposed 2010-2011 budget and millage levy. The presentation covered the following information:

Ms. Kneessy stressed to the public that the school board's millage rate has gone down for 2010-2011. She noted the district is taking the heat for property taxes being raised when it is almost every other government agency increasing their millage rate.

Dr. Murray clarified for the public that there is a difference between the County and Brevard County Public Schools they are two separate governmental entities. She encouraged everyone to start calling us the School Board of Brevard County Schools to minimize confusion. Dr. Murray re-emphasizes the fact that the district is a separate government entity from the county.

Ms. Preston stated the confusion is also with people moving in to our district from other states because in most states the School Board is dependent on the County and that is not the case in Florida. Brevard Public School is independent of the County, we cannot use any of the monies they receive from their millage.

Discussion ensued between Ms. Preston, Dr. Binggeli and the Board regarding the timeline and the stipulations of the jobs bill which has to be expended by September 2012.

Ms. Kneessy cautioned the Board of not discussing specifics of employee compensation due to Fair Labor Practices.

Ms. Kneessy asked if we could send out an informal survey, possibly along with the impact forms, on whether our families anticipate moving out of the area in the next 12 months with the shutdown of the shuttle program.

Ms. Kneessy gave a few comments regarding the misconceptions that was heard from the public speakers in regard to the Board wishing not to compensate School Board of Brevard County employees. She stated the Board would like more than anything to give the employees a raise, but we have to do what is best for all and the Board is going to follow the process.

Dr. Binggeli made a few closing comments to the public in regard to the jobs bill. He stated that the district does not know how much we are entitled to at this point and have made no recommendations to the Board as to how these dollars will be spent.

Ms. Kneessy commended Ms. Preston; Karen Strickland, Director of Planning, Budgeting and Reporting; and Jo Ann Clark, Director of Accounting Services, for all their hard work they do for the district.

IV. Superintendent's Recommendation
