09-09-2014 Regular School Board Meeting


The School Board of Brevard County, Florida met in special session on Tuesday, September 9, 2014, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on August 28, 2014. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: 

Dr. Binggeli recognized and congratulated the following administrative staff who had been approved during the summer:

  • Miguel Alba on his reclassification/transfer from the position of assistant principal (12 month) at Cocoa Beach Jr./Sr. High School to the position of principal at Viera High which was effective July 1, 2014.
  • Wes Herold for his reclassification/transfer from the position of teacher at Quest Elementary to the position of assistant principal (10 month) at Williams Elementary, which became effective on August 11, 2014.
  • Kevin Butanowicz who was appointed as a 10 month assistant principal at Jackson Middle on August 11, 2014.
  • Mollie Vega for her reclassification/transfer to principal of Merritt Island High from principal of Hoover Middle effective August 1, 2014.
  • Keith Barton on his reclassification/transfer from teacher on assignment at Palm Bay High to assistant principal (10 month) at Cocoa Beach Jr./Sr. High effective August 27, 2014.
  • Zachary Roddenberry for his reclassification/transfer from the position of teacher at University Park Elementary to the position of assistant principal (10 month) at Palm Bay Elementary effective August 11, 2014.

6. New School Grade

Minutes: 

Dr. Karen Schafer provided the presentation.

At the conclusion of the presentation Ms. Kneessy asked if they had done anything with middle school students who are taking high school math classes aren't "double testing" to falsely raise those scores.  She further commented that Brevard did not do that, but other districts did.

Dr. Schafer said that the law has been changed to force districts to test kids for the math they are in.

Mr. Ziegler asked for clarification on the completion date of End of Course (EOC) exams which are still being created.

Dr. Schafer said that there are two EOC exams.  The kind they are talking about for school grades are state EOC exams of which there are six: Algebra, Algebra II, Geometry, Biology, US History and Civics. She continued that the District EOCs that are not related to school grades, but for teacher evaluation are still being developed. They must all be completed by next year.

There were further comments  and discussion about the reliability of the tests as they relate to school grades.

32. Highlights of the 2013-14 Fund Balance

Minutes: 

Dr. Binggeli provided a staff report about the 2013-14 Budget Surplus.  At the conclusion, Dr. Krupp said that he could not support paying for the ACT.  He believes that is a parent responsibility and does not believe there is any accountability in who goes on to higher education.

There was discussion amongst the Board members regarding this matter. Dr. Binggeli said he believed there was value in this measure for our students.

Mr. Ziegler said that he was glad that we were paying attention to the tech associate positions.

Minutes: 

Mr. Ziegler said that it is very important to work together as a community to get issues resolved at the state level.  The Board is not happy about all the testing. He said that we need a plan and solutions.

Ms. Kneessy read a resolution up for debate at FSBA regarding parent opt-out for their students for standardized/state-wide assessments.

 Dr. Krupp said that he attended the League of Cities meeting and Sheriff Wayne Ivey was the keynote speaker.  He said that Sheriff Ivey encouraged everyone to become educated on the ramifications to Amendment 2.

Minutes: 

Dr. Binggeli mentioned that we had received the ACT composite scores and there was a large increase from 20.5 to 20.8.

He also discussed Brevard's industry certifications.  Last year, we had 4,140 exams with a 77% pass rate.  He said that arms our students with a way to go on to higher education or find meaningful work.
