District School Security - SALES SURTAX
At the July 10 School Board workshop, staff recommended to forward fund Cluster A of the security projects for summer 2019 implementation. School Board policy 6180.03 allows for the temporary transfer of sales surtax cash between groups. There are sufficient resources in the facility renewal group to fund an additional temporary transfer to fund Cluster A for summer 2019 implementation without impacting planned facility renewal projects.
District Security presented the Cluster A projects to the Independent Citizens Oversight Committee (ICOC) at their August 15, 2018 meeting in a closed session per Florida Statutes Section 281.301 and Section 119.071(3). The security funding plan was then discussed by the ICOC in public session. An excerpt from the ICOC agenda package is attached for reference.
The ICOC voted to recommend that the School Board authorize a temporary transfer of approximately $6.5 million from facility renewal to district school security to forward fund the Cluster A security projects.
The ICOC also voted to recommend that the School Board adopt sales surtax policies that allocate revenue in excess of the $198 million program target as follows:
This recommendation will be brought back to the Board at a later date after further analysis of resource needs in each area.
Board action is required to authorize the temporary transfer and to direct staff to proceed with the Cluster A security projects.
