Longleaf Elementary School - Technology Infrastructure Renewal - Design Build Services SALES SURTAX

Discussion

The Longleaf Elementary School educational technology sales surtax project includes structured cabling and classroom technology infrastructure.  The project also includes fire alarm  renewal because the work type is similar and can be effectively accomplished by the same contractors/subcontractors. The fire alarm renewal was not included in the sales surtax funded detail report (Attachment F), but it was rated condition code 1 in the 2014 facility assessment and has been confirmed by Plant Operations and Maintenance as a critical need. The remainder of the Longleaf facility renewal project is scheduled in year 5 of the program.

Heard Construction, Inc. has submitted a  Guaranteed Maximum Price (GMP) under their Continuing Contract for design build services in the amount of $731,246.76.  Estimated project administration and permitting expenses are $9,000.  Funds spent and encumbered to date in preconstruction design build services and administrative costs are estimated at $47,850.93 for a total project budget of $788,097.69. The net additional budget requested is $740,246.76.

Funding is allocated in Attachment F for Longleaf Elementary School for structured cabling and classroom technology infrastructure. However, the funding in these two categories is insufficient to cover the cost. Educational Technology is recommending the use of $167,820.78 in educational technology surtax contingency in order to complete the project. Contingency funds are available.
 
The fire alarm system renewal was not included in Attachment F so it is fully funded by sales surtax facility renewal contingency ($222,721.91). Contingency funds are available and this project was reported to the Independent Citizens Oversight Committee in December 2015. An update is included in their August 17, 2016 meeting package.
 
Board approval is required for purchase orders over $50,000.  Approval is requested as a consent agenda item in order to expedite the work.


Recommendation
Approve the total project budget for Longleaf Elementary School educational technology and facility renewal in an amount not to exceed $788,079.69. This includes additional budget requested of $740,246.76 and funds previously spent and encumbered for administration and design/preconstruction services in the amount of $47,850.93.

Approve the Guaranteed Maximum Price submitted by Heard Construction, Inc. for the Longleaf Elementary School educational technology and facility renewal project in an amount not to exceed $731,246.76.

Approve the use of sales surtax educational technology contingency in the amount not to exceed $167,820.78 and the use of sales surtax facility renewal contingency in the amount of $222,721.91 for the project.
