09-22-2015 Legislative Delegation Meeting

The School Board of Brevard County, Florida met for Legislative Delegation Meeting on Tuesday, September 22, 2015, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in The Eagle newspaper on Thursday, September 10, 2015. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: Chairman Amy Kneessy called the meeting to order at 10:46 a.m.

Board Members Present: Misty Belford, John Craig, Amy Kneessy, Karen Henderson and Andy Ziegler.

Brevard Delegation Members Present:  Senator Altman, Representative Crisafulli, Representative Workman, Representative Goodson, Representative Tobia and Representative Mayfield.

Ms. Kneessy welcomed the group and informed them that this would be an informal meeting and no requests were going to be made.  She explained that its intent is for them to have an opportunity to meet the new Superintendent and have conversation regarding any questions they may have as session is beginning.  Ms. Kneessy then turned the meeting over to Dr. Blackburn who reiterated welcoming delegation members.

Dr. Blackburn stated that the School Board wants to develop an ongoing relationship with the delegation and he wants to discuss what that means.  He then proceeded to give the group information about his background and his entry into the district.

Delegation members discussed ways of building a stronger relationship with the School Board which included sending them ongoing information, having a point of contact for the district who would speak on its behalf and informing them when they are doing something wrong and what parent needs are. It was stated that parents should be more engaged on a policy and state level and the district could assist with the communication to the parents.

Discussion then ensued amongst the Board and Delegation members regarding the SAT/ACT bonus for teachers, how it was initiated and the positive/negative impacts that have been identified.  The discussion then shifted gears and they began conversation on the validity of the FSA and ideas for possible solutions.  Other topics of discussion included Early Release Wednesdays, student uniforms, dual enrollment, and charter schools.

The meeting then concluded with an introduction of Chef Ferguson and his Melbourne High Culinary students who provided lunch to the group.
