2012-2013 Student Progression Plan for Brevard Public Schools


Below is a copy of changes to the Student Progression Plan. The Student Progression Plan is designed to reflect the legislative requirements impacting student progression for 2012-13. Staff members continue to make changes as new guidance is received. The Florida Department of Education has advised districts of the following changes to student progression requirements:




  • State Assessments - Updates related to FCAT and end-of-course exam requirements for promotion and graduation.
  • Added Common Core State Standards where appropriate.


Addition of s. 102.3105, Academically Challenging Curriculum to Enhance Learning (ACCEL). ACCEL options provide for academically challenging curriculum or accelerated instruction to eligible public school students in kindergarten through grade 12. At a minimum, each school must address:


  • whole-grade and midyear promotion;
  • subject-matter acceleration;
  • virtual instruction in higher grade level subjects; and the
  • Credit Acceleration Program.


High Schools


  • Dual Enrollment - The District Inter-Institutional Articulation Agreement is changed to the Dual Enrollment Articulation Agreement which includes all required components.
  • Early High School Graduation - A high school student may graduate early through a planned acceleration program.
  • Bright Futures Scholarships - A student who graduates from high school midyear may receive an initial award in the spring term following the student's graduation.
  • Science or Social Studies Graduation Requirement - All students may meet the graduation requirements by earning a 4th credit in science OR a 4th credit in social studies.
  • Grade Level Promotion - Grade level promotion changes were made based upon state mandates such as End of Course Exams, etc.


Exceptional Education


  • Removed reference to Alternate Assessment Checklist.
  • Made reference to Level 1 courses only counting for Special Diploma in 2013-14.
  • Removed 22 community and employment competencies.
  • Removed reference to manual for Special Diploma Option 2.
  • Added mastery of course objectives at 70% of the objectives at 70% passing rate.


In compliance with Section 1008.25 et al. of the Florida Statutes, the School Board must adopt a plan for student progression in Brevard Public Schools. The plan must be updated or revised annually to incorporate locally proposed changes mandated by Florida Statute or State Board of Education Rule.


A copy of the Student Progression Plan will be available for review in the School Board Office, as well as in all offices in the Division of Curriculum and Instruction.


Authorize the superintendent to advertise for a public hearing regarding the approval of the Student Progression Plan for 2012-2013 for Brevard Public Schools.
