FLDOE Project Application for Access to the Common Core for Exceptional Student Success (ACCESS) 2012-2013 Grant

Discussion
 

Brevard Public Schools has once again been asked to serve as the fiscal agent for a discretionary Florida Bureau of Exceptional Education and Student Services (BEESS) grant totaling $600,000. Due to the time restraints  associated with the Request for Application (RFA), this item will be submitted once for consent on September 25, 2012.

 

Florida is a member of the National Center and State Collaborative Project General Supervision Enhancement Grant (NCSC GSEG) funded through the U.S. Department of Education Office of Special Education Programs. The focus of this consortium is the development of a common alternate assessment for students with significant cognitive disabilities aligned to the Common Core State Standards (CCSS). This consortium also focuses on evidence-based instructional strategies and supports that align to the CCSS.

 

The Access to the Common Core for Exceptional Student Success (ACCESS) Project supports statewide professional development for teachers in understanding the CCSS as they apply to students with significant cognitive disabilities, effective instructional planning, supports and strategies.

 

Understanding the critical need for identification and development of communication strategies for this population of children, the project supports the use of communication triage for children, particularly those in grades PK-2. The ACCESS project supports teachers in content areas not covered by the CCSS such as science and social studies. The project also supports alternate assessment activities, as needed, that align instruction and assessment.

 

There are no costs associated with this grant for the school district. Indirect costs in the amount of $26,940 will be paid to the district to house the grant.

 

Project initiatives include:

 

  • Participation in the curriculum/instruction and the professional development within the National Center and State Collaborative Consortium;
  • Supporting statewide training for teachers in the core content connectors and effective instructional practices through a community of practice (CoP) model (including lesson planning and instructional strategies and supports);
  • Identifying supports and processes for the development of student communication skills, with a focus on prekindergarten (including support of prekindergarten teachers through a CoP);
  • Piloting the use of lesson study and formative assessment strategies in selected sites;
  • Collaborating on the modification of access course descriptions to support the inclusion of common core state standards and core content connectors;
  • Collaborating with National Center and State Collaborative and Florida PTIs to design and distribute information to parents about Common Core State Standards, core content connectors, and instructional tools and supports; and
  • Assisting BEESS in support of school improvement planning that targets the instruction in access points/core content connectors.

 

Project Outcomes:

 

  • Dissemination of core content connectors to the CCSS;
  • Conduct/support teacher training in core content connectors using CoP model;
  • Conduct/support teacher training in effective processes for development of student communication skills;
  • Conduct/support teacher training in effective instructional practices; and
  • Completed pilot of lesson study and formative assessment strategies, including model lesson plans.


Recommendation
Grant approval for Brevard Public Schools to apply for the Access to Common Core for Exceptional Student Success (ACCESS) Project grant.
