Brevard Public Schools Student Progression Plan for 2010-2011

Discussion

The Student Progression Plan is designed to reflect the legislative requirements impacting student progression for 2010-11.  Staff continues to make changes as new guidance is received.  The Florida Department of Education has advised us of the following changes which were part of the 2010 Legislative Session:

Middle Schools

Successful completion of a high school level Algebra I course is not contingent on the End-of-Course(EOC) assessment for middle school students enrolled in Algebra during the 2010-2011 school year.  Middle School students in 2010-2011 enrolled in Algebra will take both the EOC and the grade appropriate FCAT.

The required personalized academic and career plan {electronic Personal Education Plan (ePEP)} must inform students of high school graduation requirements, high school assessment and college entrance test requirements,  Florida Bright Futures Scholarship Program requirements, and state university and Florida college admission requirements.  The ePEP must inform students about programs through which a high school student can earn college credit, including Advanced Placement, International Baccalaureate, Advanced International Certificate of Education, dual enrollment, career academy opportunities, and courses that lead to industry certification.

High Schools

Statewide Assessment Program (Florida Comprehensive Assessment Test (FCAT) and End of Course Exams (EOC)  Beginning 2010-2011 through 2012-2013, the statewide assessment program will replace the Mathematics and Science FCAT assessments with Algebra I, Geometry, and Biology I EOC assessments for graduation purposes.  During the first year of full implementation of each EOC the scores will count 30% of the course grade.

4th Credit Science and Social Studies  The requirement for the Class of 2011 is a 4th credit in Science or Social Studies.

Major Area of Interest  The requirement for each student to identify a major area of interest is deleted effective July 1, 2010.

Concordant Scores  Senate Bill 4 removes the requirement that students must take and fail to pass the FCAT three times prior to being eligible to use an FCAT concordant score on the SAT or ACT.

Rigorous Courses/Programs  Beginning 2011-2012 each high school will offer IB, AICE, or a combination of at least four courses in DE or AP, including one course each in English, Math, Science and Social Studies.

In  compliance with Section 1008.25 et al. of the Florida Statutes, the School Board must adopt a plan for student progression in Brevard Public Schools.  The plan must be updated or revised periodically to incorporate locally proposed changes mandated by Florida Statute or State Board of Education Rule.

A copy of the Student Progression Plan will be available in the School Board District Office, as well as in all offices in Curriculum and Instruction.



Recommendation
Approve the Brevard Public Schools Student Progression Plan for 2010-2011 and authorize the superintendent to advertise for a public hearing.
