10-10-2017 School Board Meeting


The School Board of Brevard County, Florida met for its regular school board meeting on Tuesday, October 10, 2017, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, September 28, 2017. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Tina Descovich

She gave shout outs to:

  • Jud Kaminski, principal of Palm Bay Magnet High School
    • They are a family and a team
    • She was impressed with the community meeting
  • Palm Bay Magnet High School Culinary students
  • Palm Bay Magnet High Marine ROTC
  • She and Dr. Blackburn visited Palm Bay Elementary and Port Malabar Elementary.  Both schools are doing great things.
  • She thanked Kevin Thornton, director of Food and Nutrition Services for meeting with her to discuss bringing some more healthy meal options to our students.
  • She thanked the Brevard Schools Foundation for hosting the State of the Schools Breakfast.

John Craig

  • He spoke about the successful town hall meeting at Merritt Island High School.  Dr. Blackburn gave a wonderful presentation and he thanked Matt Reed, Debra Foley and their team as well as the administration at Merritt Island High for their part in facilitating and promoting the meeting. He also mentioned Colonel Scout Wagner and his cadets from Merritt Island High.  He commented that every time he sees them doing the flag ceremony, it is always perfect.  Cocoa High School's culinary students provided some amazing food prior to the event.  The type of commitment Chef Knight inspires in his students is extraordinary.
  • Mr. Craig along with Dr. Blackburn, Mr. Ziegler and Ms. Descovich attended Saturn Elementary' s 50th anniversary. He said they heard some  amazing performances and said the school looks awesome..  
  • He recognized Richard Myers, and thanked him for his service to our district and students.
  • He commented on Brevard's newest Blue Ribbon Schools. Three of the 12 Blue Ribbon Schools in Florida are from Brevard:   Manatee, Stevenson and Edgewood.
  • He recognized Hilah Mercer who is retiring from Endeavour  and thanked her.

Andy Ziegler

  • He joined Central Middle School for their "Stomp Out Bullying Walk" in conjunction with the West Melbourne Police Department. He thanked the police chief Wiley and Dr. Soliven. The police department also arranged for Chik-fil-a sandwiches for all of the kids and Mr. Ziegler  thanked them for everything they did.

Matt Susin

  • He thanked Viera High School for the town hall meeting.  He also gave a shout out to Matt Reed, Debra Foley and Viera's principal Alba for helping it be such a success.
  • He gave a shout out to Manatee Elementary and its principal Carl Brown as Manatee was the only non-choice school in the nation who earned Blue Ribbon status.  
  • He also thanked Richard Myers for his service.

Desmond Blackburn

  • He thanked all of the staff and community members who had been coming out the to the town hall meetings. He commented that October is breast cancer awareness month and that "real men do wear pink." 

Misty Belford

  • She mentioned the town hall meeting at Titusville High to be held on November 2. 
  • She thanked Titusville Police Department for hosting an event for school administrators.
  • She thanked Matt Reed for his hard work on Brevard Watch.
  • She attended her first orientation into her Florida Leadership Education Program and she expressed she was with a phenomenal group of people.

Minutes: Dr. Blackburn welcomed and recognized the administrative staff personnel in the audience and offered them each time for comments.

Accept the suspension without pay of Robert Farrell, Assistant Principal at Central Middle School for three (3) days on September 27, October 2 and 3, 2017.

Accept the retirement of Carl R. Brown from the position of Principal at Manatee Elementary School, effective January 5, 2018.

Accept the retirement of Richard C. Myers from the position of Principal at Kennedy Middle School, effective January 5, 2018.

Accept the resignation of Hilah R. Mercer from the position of Principal at Endeavour Elementary School, effective October 12, 2017.

The reclassification/transfer of Teri M. Barlow from the position of Principal at Riverview Elementary School to the position of Assistant Director of Leading and Learning Head Start, on annual contract, effective October 12, 2017. Annual salary based on grade 24 of the Nonbargaining Salary Administration Program.  

The transfer of Christopher L. Reed from the position of Principal at Ralph Williams Elementary School to the position of Principal at Endeavour Elementary School, on annual contract, effective October 11, 2017.  Annual salary based on grade 26 of the Nonbargaining Salary Administration Program.

The reclassification of Rebecca M. Tagye from the position of Assistant Principal (10 month) to Assistant Principal (12 month) at Madison Middle School, on annual contract, effective October 11, 2017.  Annual salary based on grade 23 of the Nonbargaining Salary Administration Program.

Minutes: 

Chairperson Belford explained the decorum necessary for persons making public comments and explained that while no action would be taken by the board on items raised in public discussion, board members may:

  • Assist with connecting public speakers to district staff that can assist with concerns.
    Respond in brief to comments made by speakers that require immediate clarification.
  • Request that a response to specific speakers be placed on the School Board's website under the section called "4 The Record."
  • Chairperson Belford explained that these response would take place at the end of the public comment portion of the meeting.

Minutes: 

Mr. Ziegler went to the podium to present some information. He began by explaining that over the years he had pursued many things.

His discussion included health care centers, combining Benefits and Risk Management, bidding out pharmacy benefits as well as the EDR contract. As part of this discussion, he distributed a series of emails which outlined his opposition to the EDR contract.  

He followed by saying that over the years, he has expressed concern for the way employees are treated who are accused of things in the classroom primarily and looking for a better way to support employees. He previously had asked how many employees had been removed from their positions, put on paid administrative leave pending the outcome of an investigation. He found it hard to believe that the district does not collect that information, but understands some of our systems are antiquated and that it may not be easy to produce.  He asked for this data to be tracked over the following year to see how many of these cases actually are proved.  He wants to see if we can come up with a better solution and not make the lives of the innocent so hard.  

He further commented that this happened to him. He said he was never advised of the accusations toward him and was  never told of the accuser. He said this should concern all BPS employees as well as board members. He is more adamant than ever to get this data.   He asked for this information from Dr. Blackburn.
