Facility Design Standards Update
The Brevard Public Schools Facility Design Standards are the basis for facility design and construction for the District, supplementing and further refining the State Requirements for Educational Facilities (SREF) and the Florida Building Code (FBC). The Facility Design Standards were last updated in 2007. The format and content of the 2007 edition is outdated.
Updating the Facility Design Standards includes a complete rewrite and reformatting. New topics will include energy efficient design (including commissioning) and greater use of technology (for example in security, safety and communication) because all of these elements of design have evolved considerably since 2007.
The methodology for the update includes close coordination with District staff including Facilities, but also involves other partners such as Transportation, Purchasing and Food Services.
The consultant team is led by TLC Engineering under their continuing services contract with the District. The team also includes RZK Architects and Allen Engineering, who are all familiar with District staff and protocol.
The preliminary phase of the project included extensive research and initial meetings with staff to better determine the scope of work for the update. This phase is complete and was done under a purchase order in the amount of $7,940. The proposal to update the Standards is in an amount not to exceed $39,880. The project is budgeted at $50,000.
The project is scheduled to be completed by early 2016 and is needed to provide an updated, improved and consistent design basis for all of the facility renewal projects, including those funded by the sales surtax. The updated standards will also include some single source commodity recommendations where standardization of equipment is warranted. Upon completion of the draft, the Facility Design Standards will be brought to the Board for approval prior to implementation.
Policy 6340 Modifications and Alterations to School Buildings establishes a $50,000 threshold for Board approval of procurement relating to facility design, construction or renewal. However, because this project is not related to a specific facility, School Board approval is requested as the proposal is over the $25,000 threshold.
Approve the project for an amount not to exceed $50,000.
Authorize Dane Theodore, Assistant Superintendent / Facilities Services, to execute Exhibit C for the Project Assignment to TLC Engineering for Architecture for the Facilities Design Standards update under their continuing services contract in in an amount not to exceed $39,880.
