Design Build Services for Discovery Elementary School and Theodore Roosevelt Elementary School - RFP #16-P-021-DR - Permission to Negotiate - SALES SURTAX
The facility renewal projects at Theodore Roosevelt Elementary School and Discovery Elementary School are ranked seventh and eleventh on the priority list for projects funded by the sales surtax. Because the scope of work exceeds $2 million at both schools, the District issues a Request for Proposals for design build services for both schools as a single project. Packaging the schools together reduces administrative costs and will likely lead to more favorable pricing. Project accounting will be done by school and by category of work for reporting to the Independent Citizens Oversight Committee as to the expenditure of sales surtax funds.
Proposals were received from six (6) design build teams based on the Design Criteria Package prepared by BRPH. Proposals were evaluated by a Selection Committee consisting of five (5) District staff members, with the Design Criteria Architect participating as a non-voting member. Written proposals were evaluated and ranked. The top three (3) design build teams were invited to present to the Selection Committee. The Selection Committee ranked the proposals as follows:
Proposals were also submitted by AD Morgan Corporation, T & G Constructors and McKree Design Builders, Inc.
School Board approval is requested to authorize staff to negotiate with the top-ranked team. It is anticipated that a preconstruction services proposal (to include design, estimating, coordination and preparation of the Guaranteed Maximum Price) will be presented to the School Board on October 27, 2015 and a Guaranteed Maximum Price will be presented by January 2016. Authorization to negotiate does not require expenditure of funds. The budget targets as identified in the Funded Sales Surtax Detail Report for each school have been clearly articulated to all proposers.
Action is required without prior information to expedite the selection of the project team, as procurement of long-lead-time items will need to occur in the spring in order to be ready for construction in summer 2016. The recommended team proposes to complete the construction at both schools in summer 2016.
Authorize District staff to negotiate with the top-ranked team, Wharton Smith, Inc., for design build services for RFP # 16-P-021-DR Discovery Elementary School and Theodore Roosevelt Elementary School.
