10-14-2008 Regular School Board Meeting
Agenda Item #24

Title
Master Inservice Plan 2008-2009

Discussion

Florida Statute 1012.98, School Community Professional Development Act, requires that each district develop and locally approve a Master Inservice Plan (MIP) which includes all educational training components provided in the district for all employees.  A notice of local School Board approval must be provided to the Commissioner of Education in October of each year.  Brevard County's MIP includes district procedures for receiving, recording, and maintaining inservice credit.  The Electronic Registrar Online (ERO) is our designated vehicle to assist employees and schools in maintaining accurate inservice records.  Inservice offerings are based on Individual Professional Development Plans (IPDPs), School Improvement Plans, the district Strategic Plan, and state programs.

Workshop evaluations are conducted online in ERO and reported as appropriate.  Follow up activities are required to award inservice credits or professional development activities.  Procedures linking School Improvement Plans, professional development, and student achievement data to teacher Professional Development Plans are currently focusing on the impact of schoolwide training on student achievement.

Department of Education Survey 5, reported electronically to the Department of Education in August annually, verified 38,753 inservice records that were processed for 2007-2008 in the Electronic Registrar Online (ERO).

New training components included in the update of the Master Inservice Plan have been added by the Professional Development Council (PDC) and district inservice providers.  The Brevard Induction Program, the Alternative Certification Program, the approved Add-on Certification Programs in ESOL, Gifted, Reading, and Athletic Coaching, and the Human Resources Management and Development Plan, described in separate documents, are part of the Master Inservice Plan.  The MIP is posted on the Professional Development web site and is used to denote "courses" in the Electronic Registrar Online system for tracking professional development records.
