The School Board of Brevard County, Florida met for its regular meeting on October , at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, October 3, 2019. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

The Board held a moment of silent reflection to mourn the loss of two BPS family members:  Regina McKenzie, an instructional assistant at Jupiter Elementary and Vincent Cedillo, a 7th grade student from Jackson Middle School.

Minutes: 

Board members and Dr. Mullins gave recognition and thanks to various students, staff, community members and programs that have impacted Brevard Public Schools in a positive manner.

Dr. Mullins mentioned that he and cabinet members were going to make themselves available to substitute teach on Monday, November 25, 2019.  He said that BFT was interested in participating as well.  Board members expressed that they wanted to be included.

Accept the resignation of Pennie L. Zuercher, from the position of Chief Financial Officer, effective October 11, 2019.

The transfer of David G. Lindemann from the position of Manager of Planning and Intergovernmental Coordination to the position of Director of Planning and Project Management, on annual contract, effective October 16, 2019. Annual salary based on grade 29 of the Nonbargaining Salary Administration Program.

Accept the resignation of Bradley A. Merrill from the position of Principal at Rockledge High School, effective October 11, 2019.

8. Presentation: 2019-2020 Florida Safe Schools Assessment Tool (FSSAT) Report

Minutes: 

Robin Novelli, Chief Operating Officer, and the BPS School Safety Specialist, provided information and recommendations that identify strategies and activities that should be implemented in order to address the Florida Safe Schools Assessment Tool findings and improve school safety and security.

McDougall - Are we able to give you information about we want to see happen. Novelli - yes. Proactive approach - would like them to see social workers in schools and focus on mental wellness.  More guidance counselors.  Also see anger management classes, restorative justice. 

Belford - Feel things are overlooked at state level.  We have asked them not to impact security and mental health.  Additions have not been factored into state funding. Need money for renewal. Novelli - sustainability is so crucial. communication.

Campbell - Reduce to 6 and 6 and 4 and 4.

Susin - FSSAT analytics tool - send a message to make this more available for us to create a database to manipulate it to see what we need.  Call it mandate sustainability.

County wide - we need to ask local municipalities to provide a plan for giving SROs.  Some collaboration to have SROs in every school.

Locally - Front office is too accessible.

Descovich - RAVE app sustainability of human capital.Thanked Mr. Novelli, his team and the principals.

Mullins - echo appreciation and thanks to district champions.

 Thankful for great relationships.

Ms. Campbell pulled this item.  She explained that initially, the issues with the air conditioning at Meadowlane Primary, Meadowlane Intermediate and Central Middle were not going to be fully corrected until the summer because it would have to be done when school was not in session.

However, Ms. Hann and her team found a solution that would not require waiting and Ms. Campbell was grateful.

Minutes: 

Ms. McDougall gave a shout out to the entire negotiating team.  She also mentioned that at an earlier Board meeting she had asked for confirmation to attend a meeting on October.  However, she had cancelled that meeting in order to attend the one in December.  There was no cost to cancel and receive dollars back.

 

54. Discussion Point - RBT's in Brevard County (Belford)

Minutes: 

In reference to allowing Registered Behavior Technicians (RBTs) to have access to work with students during the school day on campuses; Ms. Belford provided Statute which she stated had gray area which she was hoping could be resolved.

She also provided an approach that Broward County took to allow RBTs in the classroom which included an extensive application, initiated and filled out by the student's parent and requires RBTs to be supervised by a behavior analyst. 

The Board saw the value of having RBTs in student lives and asked for Dr. Mullins to pursue a similar application process/packet be created specifically for Brevard. 

Dr. Mullins asked for Chris Moore, Assistant Superintendent of Student Services to come forward.  Ms. Moore explained that she and her department were already in the process and hoped to have something ready within two weeks to a month.
