Boundaries for New High School 'CCC'
Staff provided three proposed Alternatives ("A", "B" and "C") to modify the existing attendance boundaries for Bayside, Melbourne and Palm Bay High Schools and create a new attendance boundary for High School "CCC". Staff also provided comparative data for the existing boundaries and the proposed alternatives: capacity utilization, ethnic distribution, ESE distribution and Free/Reduced Lunch distribution.
Maps of the the existing attendance boundaries, the three proposed Alternatives and the associated data were presented at public meetings held at Southwest Middle School on 10/2/08 and at Central Middle School on 10/7/08, and at a meeting of the Capital Outlay Committee at the ESF on 10/9/08.
Based on input at the public meetings, staff revised Agenda Item #41 at the 10/14/08 School Board Meeting, replacing Alternative "B" with "B-1". In Alternative "B-1" the Carriage Gate development remains in the Melbourne High School attendance boundary instead of being included in the new High School "CCC" attendance boundary.
At the direction of the Board at the 10/14/08 meeting, the original Alternative "B" has been reinstated for consideration and a new Alternative "B-2" has been added. In Alternative "B-2", both the Carriage Gate development and the Hield Road area remain in the Melbourne High School attendance boundary.
Staff Recommendation: Alternative "B"-1"
Basis for Recommendation: Although Alternative "B" best meets the Board's Redistricting Goals for New High School CCC (Agenda Item #27 at the 9/23/08 Board Meeting), staff attempted to accommodate public input (Alternatives "B-1" and "B-2").
Based on current estimates, there will be approximately 930 ninth and tenth graders within the recommended Alternative "B1" attendance boundaries for High School "CCC." We estimate that approximately 180 of these 9th and 10th graders will have siblings in grades 11 and 12 in the three existing high schools. Therefore, if grandfathering is allowed, the enrollment for 2009-2010 in High School "CCC" would be reduced from 930 to 750. It will be difficult to provide a comprehensive program in High School "CCC" with only 750 students. It is therefore not in the best interest of the students at "CCC" to grandfather siblings.
In 2009-10, 8th and 9th grade students living within the "CCC" boundary will attend High School "CCC". The only exception will be those students attending schools of choice and District choice programs. The current year 9th grade students attending Bayside High, Palm Bay High and Melbourne High will not be grandfathered into those schools if they live within the "CCC" boundary.
