Independent Citizens Oversight Committee - Member Terms and Reappointments
The Independent Citizens Oversight Committee (ICOC) Charter calls for the following, regarding member terms:
Members shall serve terms of two (2) years. A member may serve for more than one consecutive term or for multiple terms, if approved by the School Board. In order to promote continuity of service and institutional memory, the initial terms shall be staggered, with three (3) members serving for one (1) year, three (3) members serving for two (2) years, and the remaining members serving for three (3) years.
At their October 21, 2015 meeting, the ICOC recommended the initial member terms as shown on the attachment. In addition, all members with one year terms (Spellman, O'Shea and Young) requested reappointment. The ICOC unanimously recommended their reappointment.
Staff also noted that the staggered initial appointments coupled with two year terms creates a cohort of 7 members and a cohort of 3 members. The ICOC did not take any action on this issue and will address it in the future if needed.
Approve the initial terms of the ICOC membership as noted in the attachment.
Approve the reappointment of Ms. Spellman, Ms. O'Shea and Mr. Young to the ICOC for terms, starting February 10, 2016 and ending February 9, 2018 (2 years) .
