CAPE Bonus FTE

Discussion

The Florida Education Finance Program (FEFP) included additional full-time equivalent (FTE) membership in the calculation for students who earned  industry certification in career and professional education (CAPE) academies and who graduated with a standard high school diploma.  Based on the requirements in Florida Statutes 1011.62(1)(o) and Rule 6A-6.0573(6), all of the following requirements conditions must be met for the additional FTE funding for "earning" the industry certification:

  • Student is enrolled in a registered career and professional education academy.
  • Student completes a certification on the "Industry Certification Funding List."
  • Student receives a standard high school diploma.

The Department of Education has completed the third calculation of the FEFP for the 2010-2011 school year.  This calculation is based on data submitted by districts through 2010-2011.  Section 1011.62(1)(o), F.S. requires that each district must allocate at least 80 percent (80%) of the funds provided to the program that generated the funds.  The Office of Career & Technology Education (CTE) is distributing one hundred percent (100%) of the money provided through CAPE Academy Bonus funding to schools to be spent in the CTE program that earned the funding.

Use of CAPE Bonus funds will be limited to textbooks, equipment, computers, computer software, and requested teacher bonuses.  The distribution of CAPE teacher bonuses will parallel legislated  requirements for teacher bonuses earned through AP, IB, and AICE.  Teacher bonuses include $50 per student for each student who passed the industry certification, with a maximum of $2,000 per teacher.



Recommendation
Approve the use of CAPE Bonus FTE funds for requested teacher bonuses at the rate of $50 per student for each student who passed the industry certification, with a maximum of $2,000 per teacher.
