Cocoa High School - Design Build Contract and Preconstruction Services - RFP #18-P-020-DR - SALES SURTAX


The Cocoa High School facility project includes three components:

  • Cocoa High School facility renewal is scheduled for summer 2018 in the sales surtax program.
  • The School Board approved the 5 year capital plan in February 2017 which included a 12 classroom addition to open in August 2019. The classroom addition is funded with school impact fees.
  • The FY 16/17 and the FY 17/18 capital budgets included $500,000 each for renovation of Building 18 - totaling $1 million.

The District issued a Request for Proposals (RFP) based on the Design Criteria Package (DCP) prepared by TLC Engineering for Architecture. Although the DCP referenced all three components of the project, the scope of work for Building 18 will be finalized after working with the stakeholders and evaluating the return on investment. Building 18 was constructed in 1973 and may require extensive renovation to meet code requirements. 

Of the seven proposals received, five of the top-ranked firms were interviewed and ranked as follows:

  1. Wharton Smith, Inc.
  2. Heard Construction, Inc.
  3. The Haskell Company
  4. Welsh Companies
  5. CORE Construction Services of Fl., LLC

Staff has been negotiating with the top-ranked firm to develop preconstruction pricing. Wharton Smith's proposal includes Schenkel & Shultz, Inc. as the primary design subconsultant. Wharton Smith will coordinate the design and conduct all other preconstruction activities (such as estimating, subcontractor bidding, developing the Guaranteed Maximum Price (GMP), determining the owner direct purchases, scheduling and coordination with District staff and school-based staff).

Wharton Smith has submitted a preconstruction services proposal in the amount not to exceed $1,090,775. The components and funding of the proposal are as follows:

  • Facility Renewal - sales surtax $562,673 (which includes $29,811 classroom technology infrastructure), estimated budget $5.1 million
  • Classroom Addition - impact fees $433,757, estimated budget $4.5 million
  • Building 18 Renovation - capital $94,345, estimated budget $1 million

The proposal also includes pricing for design and preconstruction services relating to the bid alternates outlined in the Design Criteria Package (total amount $194,913). Authorization is requested to approve the proposal for these services (which may be individually selected) as needed only if they can be accommodated within the budget.

Initial administration and permitting costs are estimated at $40,000 (1/2 surtax, 1/2 impact fees). Additional budget may be requested with the construction phase as needed.

Board approval is required for purchase orders over $50,000.


Authorize the execution of the contract with Wharton Smith, Inc. for design build services at Cocoa High School.

Approve Wharton Smith's preconstruction services proposal for Cocoa High School in the amount not to exceed $1,090,775.

Approve Wharton Smith's preconstruction services proposal for bid alternates in the aggregate amount of $194,913 to be used only as directed by the District if the budget is available.

Approve the initial administrative budget of $40,000.
