2011 Employee Assistance Program Recommendation


The School Board of Brevard County, Florida contracts with an Employee Assistance Program (EAP) to provide short-term counseling, financial, legal, and other work/life support services to our employees and their families.  In addition, the EAP provides support to BPS to assist with employees having difficulty in the workplace.   

The current EAP program is provided through MHNet.  MHNet provides an integrated EAP and Mental Health/Substance Abuse program on a fully insured basis.  Due to the Mental Health Parity Act, this fully insured arrangement will no longer be available to BPS after December 31, 2010.

 In April 2010, a formal Request for Proposals (RFP) for EAP services was submitted through the Brevard County Government Purchasing Services Division as a part of the medical RFP process.    All proposals were evaluated, and it is recommended that no contract be awarded through the RFP process.

Corporate Care Works (CCW) is an Employee Assistance Program based in Jacksonville, Florida.  CCW is an EAP that works with several large public school districts including Duval, Palm Beach, and Pinellas County Public Schools. 

In July 2010 the City of Pompano Beach conducted a Request for Proposals process for EAP services.  CCW was the successful provider through the public procurement process.  Due to the size of our school district, CCW has agreed to significantly lower rates through a piggy-backing arrangement. 


Award the EAP contract to Corporate Care Works (CCW) effective January 1, 2011 via a piggybacking arrangement from the City of Pompano Beach’s Request for Proposals process.   This piggybacking arrangement will allow BPS to contract with CCW using the selection process conducted by the City of Pompano Beach.  Based on the significant increase in employees through BPS, CCW has agreed to negotiate a lower rate Per Employee Per Month for the five (5) year contract term as follows:












The Per Employee Per Month rate proposed to the City of Pompano Beach is $1.65.

Financial Impact

The current EAP program through MHNet is included in an integrated price with the Mental Health/Substance Abuse coverage.  EAP services are not broken out separately and are included in the current premium of $6.08 Per Employee Per Month premium. 

In the April 2010 RFP process that was conducted through Brevard County Government, MHNet submitted an EAP only proposal at the rate of $2.01 Per Employee Per Month.  The following annual cost impact is based on the EAP proposal from our current vendor (MHNet) compared to the recommended vendor effective 1/1/2011, CCW:
