12-08-2015 Regular School Board Meeting

The School Board of Brevard County, Florida met in regular session on Tuesday, December 8, 2015, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, November 26, 2015. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Prior to the Board meeting, the 4th, 5th, and 6th grade chorus and the 5th and 6th grade Drummers from Cape View Elementary, under the direction of music teacher Charlotte Rhinehart  performed. 

They performed one additional number after the meeting began.

Chairman Ziegler called for a recess at 5:40 p.m. so the students could gather their belongings.

Chairman Ziegler reconvened the  meeting at 5:45 p.m.

Approve the applicable listed administrative staff recommendations:

The reclassification/transfer of Karl Jud Kaminski from the position of Assistant Principal (12 month) at DeLaura Middle School to the position of Principal at Palm Bay Magnet High School, on annual contract, effective January 4, 2016. Annual salary based on grade 29 of the Nonbargaining Salary Administration Program.

Minutes: Adrian Lafitte, National Space Club's Space Week chairman, presented a check to Janice Kershaw, executive director of Brevard Schools Foundation in the amount of $30,000.

Chairman Ziegler reminded the speakers that the maximum allotted time for each speaker is three minutes. Clarification of information presented and answers to questions specific to district business and educational matters will be posted on the School Board's website under the section called "4 The Record."

He asked that comments be related to public education and the business of the Brevard County School Board.  She also asked that speakers refrain from making slanderous statements or personal attacks on others.

The Board wanted a caveat included about early release Wednesdays (pending bargaining) added to the calendar so parents would be aware as early as possible.

Mrs. Belford suggested putting in a "disclaimer" to the effect of: If we maintain our early release Wednesdays, these are dates we are anticipating. If we do not, then the calendar may change..."

Stephanie Archer, director of the Office of School Choice, provided the Board an overview of the current processes, guidelines and expectations in regards to the choice programs. 

There was a great deal of disussion from the Board regarding the admission requirements for certain choice programs as well as communication of those requirements.

 Dr. Blackburn said that we need to:

  • Audit existing communications.
  • In this transition phase, we need to make sure our students are protected to ensure that no child is denied access due to their 2016 FSA score
  • Bring back a complete set of recommended criteria for entrance into these programs

Mrs. Kneessy asked to make sure that we have a contigency plan in the event that the 2016 FSA scores do not arrive in June as anticipated.
