Position Control Adjustments
1. Accounting Services requires an additional level of technical proficiency to assist the payroll supervisor and to support payroll processing. Job responsibilities will include assisting the payroll supervisor in maintaining up-to-date payroll procedures; developing training programs for work sites; explaining and interpreting data to school and district personnel; providing independent research to maintain payroll accuracy and compliance with IRS, the federal Fair Labor Standards Act (FLSA), and BPS’ policies. This position will also serve in the absence of the supervisor as needed. This position will be funded by reclassifying a current Payroll Specialist I position (vacant since 7/1/11) to the Staff Accountant level.
Accounting Services is also requesting a pay grade adjustment for the Payroll Supervisor job description from a level 18 to a level 22. This adjustment is needed for the continuation of accurate and timely payroll processing while managing the additional demands and complexities of two different but concurrent payroll processing cycles for both 24 pay (semi-monthly contract employees) and 26 pay (biweekly hourly employees).
2. The district must provide for qualified backfill for the position of Position Control Specialist when that position vacates due to a pending retirement in 2-1/2 years. Human Resources currently has two vacant Employment Specialist IV positions and requests that these two be combined to create an Employment Specialist V position, which would be more appropriately leveled for the skills needed in the successful candidate for Position Control.
Approve the reclassification of one Payroll Specialist I position to a Staff Accountant supporting Payroll.
Approve the reclassification of the position of Payroll Supervisor from a level 18 to a level 22.
Approve the combination of two vacant positions in Human Resources to establish the position of Employment Specialist V.
