Meadowlane Primary - Educational Technology - Design Build Services - SALES SURTAX


The sales surtax funded detailed report (Attachment F) for educational technology at Meadowlane Primary includes structured cabling and classroom technology infrastructure. The facility renewal categories include electrical distribution system renewal.

Utilizing a Design Criteria Package (DCP) prepared by Project Management staff, the District engaged Heard Construction, Inc. for preconstruction services under their continuing contract for design build services, utilizing Premier Engineering Group, LLC as the designer. The design is complete and Heard has submitted a Guaranteed Maximum Price (GMP) in the amount of $618,816.44 for the construction of the project. Administration, permitting and inspection costs are estimated at $9,000.

The scope of work includes a new structured cabling system, a new HVAC system for the communications/equipment room and electrical upgrades. The electrical upgrade was designed utilizing the facility renewal category of electrical distribution system renewal in anticipation of sharing electrical system renewal costs between educational technology and facility renewal. A recommended cost share of 70% educational technology and 30% facility renewal is recommended and utilized in the cost allocation calculations.

Staff is recommending the use of $44,000 in educational technology contingency to fund their share of the electrical scope  Due to the extensive cost savings from Rockledge High School's structured cabling project, there is educational technology contingency funding available.

The Independent Citizens Oversight Committee was advised of the use of facility renewal (electrical distribution system category) funds out of sequence at their February 2016 meeting. Based on the GMP submitted, the ICOC was advised via email on November 23 of the intent to use educational technology contingency on the project and this will be included in the  package for the December 14, 2016 ICOC meeting.

Board approval is required for purchase orders exceeding $50,000. Approval is requested as a consent agenda item in order to expedite the project and order materials.


Approve the total project construction budget in the amount not to exceed $627,816.44.

Approve the Guaranteed Maximum Price (GMP) submitted by Heard Construction, Inc. in an amount not to exceed $618,816.44 under their continuing contract for design build services for educational technology improvements at Meadowlane Primary.
