Waive Facility Use Agreement Costs for the U.S. Space Walk of Fame Museum at Whispering Hills

Discussion

The staff of the North Area Office was relocated to other District facilities as part of the Strategic Plan reorganization during the summer of 2016. As a result, Building 9 at Whispering Hills is now vacant.

The U.S. Space Walk of Fame Museum has requested use of this space at no cost to implement a STEAM Space program.  The goal of the STEAM Space program is to use the American space program as the foundation for STEAM classes, camps, Makerspaces and after-school activities targeted to students in grades K-12, with an emphasis on at-risk and underserved youth. 

The U.S. Space Walk of Fame has been teaching STEAM classes to students in grades 3-5 for several years in their Titusville location.  A $30 class fee is charged to non-economically challenged students to cover the cost of materials; scholarships are available for 30-40% of the students that participate in each class.  If provided use of the Whispering Hills facility, the organization will endeavor to offer all programs at Whispering Hills at no charge to the participants.      

The U.S. Spacewalk of Fame Foundation was created in 1988 to preserve space history and honor the men and women associated with America's space program.  The Foundation was recognized by the IRS as a 501(c)3 non-profit organization in 1996.

The cost to Brevard Public Schools will be approximately $8,000 annually for electricity, water, sewer, trash, phone access, fire alarm monitoring, etc., depending on the amount of use.

The form of agreement between the School Board and the U.S. Space Walk of Fame would be a Facility Use Agreement with all fees and costs waived, renewable on an annual basis at the School Board's option.

Recommendation
Approve a Facility Use Agreement at no cost for the U.S. Space Walk of Fame Museum's use of Building 9 at Whispering Hills for a STEAM Space program, renewable on an annual basis at the School Board's option.
