Fairglen Elementary School - Design Build Services Guaranteed Maximum Price Amendment
Fairglen Elementary School is one of several sales surtax projects that are being done through the design build contract methodology. The process starts with the development of the Design Criteria Package (DCP) which is then used as the basis for the request for proposals from design build vendors. RFP #16-P-070-DR was issued for the package of Saturn Elementary School, Kennedy Middle School and Fairglen Elementary School to reduce administrative time and cost while achieving some economies of scale from the design builder. Four proposals were received and Welsh Companies was awarded the contract and preconstruction services at the April 26, 2016 Board meeting. The Guaranteed Maximum Price (GMP) for Saturn Elementary was approved October 25, 2016 and the GMP for Kennedy Middle was approved November 22, 2016.
The scope of work for this project includes all of the facility renewal items, the district school security items and the classroom technology infrastructure category on the Sales Surtax Funded Detail Report (Attachment F).
The design is complete and Welsh Companies has submitted a GMP contract amendment in an amount not to exceed $2,642,329, which is within budget. The work is planned for summer 2017. In addition, staff is recommending an additive alternate in an amount not to exceed $261,719 for the replacement of 14 air handling units that were not included in Attachment F, but are rated condition code 1. This was recognized as an issue at the outset of the project and the design was funded through capital. The additive alternate will be funded through sales surtax facility renewal contingency. The Independent Citizens Oversight Committee was advised of the failing air handling units at their October 26, 2016 meeting. Administration, permitting and inspection costs are estimated at $95,000.
Board approval is required for purchase orders over $50,000. Approval is requested without prior information in order to prepare for summer 2017 construction.
Approve the total project construction and administration budget in the amount of $2,999,048 (of which $261,719 will be funded through sales surtax facility renewal contingency) for the Fairglen Elementary School renewal project.
Approve the Guaranteed Maximum Price amendment to the design build services contract with Welsh Companies in an amount not to exceed $2,904,048, which includes the additive alternate for 14 air handling units in the amount not to exceed $261,719.
Approve the use of facility renewal sales surtax contingency to fund the 14 air handling units up to $261,719.
