Southwest Middle School and Turner Elementary School - Design Build Contract and Preconstruction Services RFP #17-P-025-DR - SALES SURTAX
The facility renewal projects at Turner Elementary School and Southwest Middle School are funded in years 2 and 3, respectively, of the sales surtax program. The schools are on adjacent campuses, which will allow for concurrent construction and cost savings through shared general condition expenses.
The Design Criteria Package (DCP), prepared by Graef under their continuing services contract, recommends a shared central energy plant to reduce long term energy use. The DCP is based on the Sales Surtax Funded Detailed Report (Attachment F) and also addresses any issues noted by the Building Official and Plant Operations and Maintenance. One significant issue identified is the need to replace the chilled water piping system at Southwest Middle School because of frequent leaks that can be disruptive to the learning environment as well as costly to address the damage caused by the leaks. This was not specifically included in the Attachment F scope of work, but it is an eligible sales surtax expenditure and can be accomplished within the Attachment F budget.
Because the scope of work exceeds $2 million, the District issued a Request for Proposals for the design build services for both schools as a single project. Proposals were received from five (5) design build teams based on the Design Criteria Package prepared by Graef. The Selection Committee, which included representatives from both schools, recommended Heard Construction, Inc. as the top-ranked proposer.
Heard's proposal as the design builder includes BRPH as the designer. Heard will coordinate the design and conduct all other preconstruction activities (such as estimating, subcontractor bidding, developing the Guaranteed Maximum Price (GMP), determining owner direct purchases, scheduling and coordination with District Staff and school-based staff. The estimated project budget, based on Attachment F, is approximately $3.5 million for Southwest and $1.4 million for Turner. The scope of work includes the facility renewal elements and some educational technology elements. District security elements are being handled through the District's design build project for 60 schools.
The requested Board action includes the following elements:
The Guaranteed Maximum Price amendment for the summer construction project is scheduled for Board consideration in February. However, the chillers are a critical component of the project and should be ordered as soon as the design is complete.
The contract documents ensure that the design must be within the project budget unless otherwise authorized by the District.
All costs will be recorded by school, by group and by category and reported to the Independent Citizens Oversight Committee.
Board approval is required for purchase orders over $50,000. In order to expedite the work to allow for construction during summer 2017, approval is requested as a consent item without prior information.
Authorize execution of the contract with Heard Construction, Inc. for design build services at Tuner Elementary School and Southwest Elementary School.
Approve Heard's preconstruction services proposal at Turner Elementary School in an amount not to exceed $118,955.54
Approve Heard's preconstruction services proposal at Southwest Middle School in an amount not to exceed $1,052,742.88, which includes an allowance of $750,000 for Owner Direct Purchase (ODP) of the long-lead-time central mechanical plant items.
Approve the administrative budget (through construction), including staff time, testing, permitting and inspection expenses, of $70,000 at Southwest Middle School and $20,000 at Turner Elementary School.
