Merritt Island High School - Sykes Creek Drainage Project Grant


Currently, stormwater discharges directly to Sykes Creek (a tributary of the Banana River - an Outstanding Florida Water) from the Merritt Island High School stadium field. Frequent use of the field dictates frequent watering and fertilization which contributes to the pollutant loading entering Sykes Creek from the field.

Based on a grant proposal submitted through the Brevard County Office of Natural Resources, the Florida Legislature appropriated $1,240,000 to design and construct a project that would eliminate the direct discharge points, routing stormwater to a wet detention pond away from Sykes Creek. The project also includes replacing the field with artificial turf to reduce pollutant loads. If the track is damaged by construction and budget is available, track improvements may also be authorized as part of the scope.

After consultation with Brevard County Office of Natural Resources and the grant agency (Florida Department of Environmental Protection), it was determined that executing the project through the Brevard County School Board would be the best approach because the District is the property owner, has continuing services contracts in place and is best positioned to coordinate with the school-based team. An initial meeting with the school-based team has already occurred with additional coordination planned once design is underway.

Allen Engineering, Inc. has submitted a proposal under their continuing contract for civil engineering services to design and permit the project in an amount not to exceed $55,460. The grant agency has approved utilizing the District's continuing services contracts. Construction is planned for summer 2017.

The grant is a reimbursement grant with no local match required. Engineering services as well as staff time are included in the grant budget.  A draft grant agreement, subject to final acceptance by the grant agency is attached. The School Board Attorney has reviewed and approved the boilerplate agreement.

Board approval is required for purchase orders exceeding $50,000. Approval is requested as a consent agenda item because of the potential long lead time in permitting.


Approve the grant agreement with the Florida Department of Environmental Protection for the Merritt Island High School Sykes Creek Drainage Project.

Approve the proposal submitted by Allen Engineering, Inc., in an amount not to exceed $55,460 under their continuing contract for civil engineering services.
