12-13-2016 Regular School Board Meeting


The School Board of Brevard County, Florida met for its Board meeting on Tuesday, December 13, 2016, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, December, 1 2016. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Prior to the Board meeting, The Fairglen Music Club under the direction of music instructor, Kimberly Haggard, entertained the Board and viewing audience.  The group performed one more number after the Board meeting began.

Minutes: 

Mr. Craig  explained that he got to spend the day at Madison Middle School for Space Day. He thanked Sherry Tomlinson and her entire team for an awesome Space Day presentation.  He mentioned that he was wearing orange and black in honor of Cocoa High School being named state champions.  He was very proud of the way the players handled themselves on and off the field. Mr. Craig also congratulated Brevard Schools Foundation for being named one of the top ten foundations in the country. 

Mr. Susin said he had the honor to be at Johnson Middle School for Space Day with a presentation by Harris Corp.  He commented that the students were engaged and it was phenomenal.

Mr. Ziegler got to participate in Space Day at Central Middle School. He thanked Mark Langdorf and staff for their work on BPS Well Care Clinics which would be opening the next day.

Ms. Descovich gave a shout out to Ms. Brown's class at Viera High School.  She has been their Junior Achievement teacher for the past seven weeks.  She also gave a shout  out to the JA program for what it brings to Brevard's students. She thanked all the district 3 principals for being so responsive and she looks forward to visiting each school. 

Ms. Belford  explained that tie day at Jackson Middle was a professional day incorporating both boys and girls. While Mr. Ziegler and Dr. Blackburn were assisting the young men with ties, 31 professional women were on hand to give scarves to the young ladies. She also was on hand at Central and Madison for Space Day. She gave a shout out to Student Services' staff as she attended a focus group on the discipline plan and it went very smoothly. She thanked Janice Kershaw for hosting and coordinating the state conference for all foundations at the KSC visitor center.  It was very well received.  Ms. Belford also had the opportunity to join Coquina Elementary at KSC for a screening of the new movie, Hidden Figures.

Minutes: 

Dr. Blackburn welcomed Gary Shiffrin, chair of the Independent Citizens Oversight Committee (ICOC), who presented the report to the Board and viewing audience.

Board members provided some comments and questions and all thanked Mr. Shiffrin the committee for the work they are doing.

Minutes: 

Ms. Descovich provided some information about the two organizations she was assigned to as a board representative:  Professional Development Council and Value Adjustment Board. She also commented that she attended an education conference in Washington DC which she found very beneficial.

Mr. Craig commented on the positive aspects of the recent FSBA conference he had attended. He also congratulated Mr. Ziegler for being named the chairman of the Central Florida Public School Boards Coalition  He further commented that one of the best discussions at the FSBA breakfast was the possibility of moving forward with developing our own rating system for our schools. He mentioned the other sessions that he participated in  included medical marijuana, in-school suspension alternatives and a guidance counselor assistance program.

Mr.. Ziegler  mentioned working on  elevating respect for teachers and looked forward to his role as chairman with the Central Florida Public School Boards Coalition.

Mr. Susin  was appointed as the board representative to the Brevard Cultural Alliance.  He said he met with them and the work they do is phenomenal. He has met with Stephanie Archer regarding Project 2018 and is excited about the prospects.   Mr. Susin commented about project graduation tickets and the fact that if we purchase earlier, the district can save money. He asked if this could be looked at for future purchases. In his discussions with teachers and principals,  issues with the Enrich program constantly surface.  He wants to work toward solving those problems. He doesn't feel the PGP is beneficial.

Ms. Belford commented about the guidance assistance program. She said that in addition to being a tool to helping students determine a career path,  it would be a good tool to help determine program offerings. She mentioned that the FSBA legislative committee she served on approved the legislative platform at the conference.  There was discussion about allowing FADSS to take the lead in this area and FSBA to ensure alignment.  She reminded the Board members that some survey links had been sent out to them in the last email from FSBA and asked that they please complete them.  

Ms. Belford said that direction was needed from the Board regarding membership in Florida Coalition of School Board Members. Both Ms. Descovich and Mr. Susin would like to join.

Discussion ensued between the Board members. It was determined that Dr. Blackburn would authorize the allocation of funds for both Ms. Descovich and Mr. Susin to have membership in the Florida Coalition of School Board Members, Inc.

It was also mentioned that the Board needs constant updates between those two organizations  There needs to be standardized way of getting the information to everyone in order to determine the return on investment.

 

 


L. Superintendent's Report

Minutes: 

First Dr. Blackburn let the Board know that they received their final legislative platform from FADSS. He will be sharing it the Board. 

He mentioned attending a tour at Larsen Motorsport with Mr. Ziegler and area principals. He also attended a strategy session on district funding and equity with Dr. Rhinehart, Ms. Cline and Ms. Zuercher in Boston.  The conference was funded by Chiefs for Change.

He congratulated Cocoa High for winning the state football championship.

He noted highlights from several departments.

He also mentioned the comprehensive diagnostic designed to gauge community engagements from TNTP.

He congratulated the district for Fitch Ratings affirming the district's  Issuer Default Rating at AA with a stable rating outlook and wished everyone a safe and restful winter break.
