Food and Nutrition Services Reorganization
Recent changes in personnel, technology, and federal program participation have afforded the Food and Nutrition Services division with an opportunity to modify its current labor allocations in an effort to increase human capital efficiency. In an effort to create and maintain the level of knowledge and expertise needed to support operations, Food and Nutrition Services would like to:
- Reallocate labor savings from the prior District Operations Manager to adjust the incumbent's salary by 5% to encompass the magnitude of responsibilities and knowledge this position warrants;
- Increase the labor allocation by one (1) to add another Systems Analyst to better support the FNS technology and software needs;
- Add an Equipment Coordinator allocation (job description attached) that would support, coordinate, and oversee purchasing efforts for all equipment needs within FNS. Note that this is an existing job description that remains unfilled;
- Increase the Dietician Specialist allocation by one-half (.5) units to support both the Head Start Program and FNS. Please note that prior to this year, this position was fully funded by Head Start however, at this time, this position remains vacant as they are only able to fund one-half of the position.
While a high-end estimate of $73,969 (including fringe) has been calculated for this request, note that this request will not impact the BPS operating budget as FNS continues to operate as a self-supportive entity. FNS requests to utilize their portion of the P-Card rebate program to fund the additional labor allocation costs (2013 FNS rebate equaled $196,461).
Staff recommends approval of the Food and Nutrition Services personnel allocation change requests.
