12-16-2014 Regular School Board Meeting

The School Board of Brevard County, Florida met in special session on Tuesday, December 16, 2014, at the Educational Services Facility, 2700 Judge Fran Jamieson Way, Viera, Florida. Notice of the meeting was advertised in the Eagle newspaper on Thursday, December 4, 2014. The affidavit of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Minutes: Dr. Binggeli congratulated Victoria Finsted for her reclassification and transfer from the position of assistant principal (10 month) at Turner Elementary to the position of school administrator - special assignment at McAuliffe Elementary. 


Approve the applicable listed administrative staff recommendations:

The reclassification/transfer of Victoria Finsted from the position of Assistant Principal (10 month) at Turner Elementary School to the position of School Administrator - Special Assignment at McAuliffe Elementary School, on annual contract, effective January 5, 2015.  Annual salary based on grade 26 on the Nonbargaining Salary Administration Program.

11. Update on Refinancing of Bonds

Judy Preston, associate superintendent of Financial Services,  began the presentation. She explained that the Board had given advance approval for them to get a short term loan should the need arise to prevent cash flow issues.  She further commented that she and JoAnn Clark, director of Accounting Services, looked into something different than the TAN: a line of credit (a signature loan). 

Ms. Preston was happy to report that the District took some actions so that it was not necessary for them to borrow money.  Dr. Binggeli commented that it took great discipline and strategy on the part of every department and principal and he thanked everyone for their efforts.

Ms. Preston was happy to report that they were able to maintain their rating with Moody's & Fitch which was quite an accomplishment in light of the economic climate.

Mitch Owens from RBC provided more explanation regarding the ratings.  Michael Olive from Wells Fargo Securities walked the Board through some particular aspects of financing. He said that this COP issuance has performed better than any other to date.

Mr. Ziegler wanted to clarify that we while we reduced our total debt service by 4.9 million, did we lower our total indebtedness? There was some discussion and the District lowered the amount we owe, lowered debt service and we got some cash flow out of it.

Ms. Henderson thanked the finance team and the Board for giving them the opportunity to strike while the iron is hot.

Dr. Binggeli wanted to make sure that everyone understands that didn't extend their debt.

Chairman Kneessy reminded the speakers that the maximum allotted time for each speaker is three minutes. Clarification of information presented and answers to questions specific to district business and educational matters will be posted on the School Board's website under the section called "4 The Record."  

She asked for comments to be related to public education and the business of the Brevard County School District and for speakers to refrain from making slanderous statements or personal attacks on others.

43. 2014-2015 Student Progression Plan for Brevard Public Schools


Ms. Henderson asked for Ms. Van Meter to explain to the Board and viewing audience why the Student Progression Plan for the 2014-15 school year is being presented in December.

Ms. Van Meter  explained that while laws are passed in April, the DOE needs a window to interpret those laws.  Typically, the districts receive those interpretations in July, August and September.  Even now those interpretations are still being refined and there may be more revisions. 



Authorize the superintendent to advertise for a public hearing regarding the approval of the Student Progression Plan for 2014-2015 for Brevard Public Schools.

Mr. Craig had questions about this item.  He had a concerns that while SunLife  had the least increase in premiums, the cap for the catastrophic loss was greater.

A representative from Willis and Associates said that from his experience, the District would be better served utilizing the lower premium.  He further commented that the option exists to pay a higher premium to ensure a higher catastrophic loss dollar amount.

Mr. Ziegler had questions that were more purchasing related.  He wanted to know the difference in a carrier doing "reverse bidding" and carriers getting quotes in general.  Why do we do this by quotes instead of the bid process?

Mrs. Kneessy asked to discuss this item.  Ms. Kneessy commented that she felt that if we were going to eliminate boundaries for these particular choice programs, then why would we not eliminate boundaries for all choice programs?

Dr. Binggeli asked for Ms. Archer, director of School Choice, to provide the rationale.

There was Board discussion. Ms. Belford requested additional information and conversation with the other choice schools.

Ms. Kneessy asked for Dr. Binggeli to gather information from the choice schools regarding boundaries and how it affects them. It was determined this item would not go forward for consent until after the Board was able to get more information and feedback.

Mr. Craig said that he attended the FSBA conference and expressed that he received some excellent training. He said that there was a ground swell of support pushing back and that people are on the same page regarding assessment.

Ms. Henderson also attended the FSBA conference.  She visited Space Week and told the audience that it is always a great experience.

Mr. Ziegler said that at the FSBA conference, the executive director, Wayne Blanton, announced his retirement.

Mr. Ziegler asked Ms. Preston for more detail about the refinancing. He said that he gets a different number than was presented or else he is missing something. 

Mr. Ziegler gave a "shout out" to the Melbourne High School wrestling team for "not hurting him."  The team heard that he wrestled in high school and invited him to practice.  He commented that it was a lot of fun.

Ms. Belford said that she found the FSBA new board member survival session very beneficial.

Ms. Henderson reminded everyone to sign the petition on the Legislative Outreach site.

Minutes: Dr. Binggeli said he visited Space Week and the  PRISM concert at Eau Gallie High School; two wonderful events that are completely different, but with one important similarity. Each have adults in our community,  in this organization and in our schools that have brought learning opportunities to our kids right here that are superior to what most  kids receive throughout the nation.  He commented that we should all be very proud of what is in our own backyard.
