12-20-2018 Board-Cabinet Retreat


The School Board of Brevard County, Florida met for a retreat in conjunction with BPS Cabinet members on Thursday, December 20, 2018 , at Cocoa Beach Chamber of Commerce, 2261 Town Center Ave., St. 103, Viera, FL Notice of the meeting was advertised in Florida Today on Wednesday, December 19, 2018. The meeting was moved from Island Point Clubhouse which was advertised in the Eagle on December 13, 2018. The affidavits of publication with a copy of the ad attached is filed in the Affidavit File in the Board Office.

Chairman Descovich went around the room and asked each person present what kept them up at night.

Concerns included:

  • Security
  • Public Records Requests
  • Juggling two jobs at once
  • Charter School issues
  • Capacity
  • Technology sustainability
  • Quality of Education
  • Recruitment and Retention
  • DA status
  • Teacher quality
  • Policies and administrative procedures
  • Getting facilities to align priorities with educational teams and goals
  • Overreacting and underreacting to situations
  • Funding
  • Achievement gap

There were follow up conversations surrounding individual comments.  Board members volunteered  to be part of the "influencers" team and provide extra support to students at Endeavour Elementary.

MSD Update

Superintendent Dr. Mark Mullins provided Board and Cabinet members with a brief update along with takeaways from the Marjorie Stoneman Douglas tragedy.

Student Achievement Presentation

Assistant Superintendent of Secondary Leading and Learning Stephanie Soliven and Assistant Superintendent of Elementary Leading and Learning Jane Cline provided a presentation.  They expressed that the number one pattern among non-graduates is non-attendance.  The highest absence rate is in kindergarten followed by first grade.

Facility Assessment/Sales Surtax Renewal and Communication Plan

Sue Hann, Assistant Superintendent of Facilities Services and Matt Reed, Assistant Superintendent of Government and Community Relations, provided an overview to the Board.

Unified Communications RFP and Plan Timeline and Scope

Russell Cheatham, Assistant Superintendent of Educational Technologies, gave an overview of an implementation of a modernized phone system.

Recruitment/Retention Stocktake Update

Deputy Superintendent Dr. Beth Thedy gave a summary of an all themes Stocktake whose purpose was to identify actionable items to improve district-wide recruitment for all positions. 

Best and Brightest Scholarship Update

Chief Financial Officer Pennie Zuercher provided information.

Viera Elementary School Update

Ms. Hann provided information on status and timeline expectations.
